Free-riding is commonplace with public goods, such as national militaries, broadcast television, even the air we breathe. As you can see from these examples, it is usually difficult to exclude people from using public goods, because they are broadly available (public). Since one person's use does not significantly reduce a public good's availability to others, it might seem as though there is no harm in free-riding.
